Transparency, Accountability and Efficiency/Efficacy

TOTAL Government Transparency —
No area of government operation is off-limits or hidden

The people of Massachusetts have a right to know everything their government does, and that the government has an obligation to make information about government activities readily available, freely and easily.  In the the age of the Internet and powerful computer systems, non-confidential information should be instantly accessible and easy to find — without having to wrestle with public records requests, or arbitrary fees and work estimates.  EVERY expense, bid and contract must be searchable and accessible online to all residents and contractors within 2 weeks of submission or the date of transaction.

Accountability —
Show the people ALL the money

All government expenditures, revenues, assets and liabilities must be disclosed to the people in full.  Transaction-level detail must be available for everything, and it must add up to total government spending and revenue levels.  Taking approximately half of total spending and calling it “the budget” (per the annual General Appropriations Act) and then not discussing the other half of spending is unacceptable.  The people of Massachusetts must be able to know about all governmental activities.  This must include bids and proposals, invoice to bid analysis, proceedings of Pacheco Law decision-making and more.

Efficiency and Efficacy —
How much, for what, and for whose benefit?

Every state agency and department must be assessed to determine costs, benefits, efficiency and efficacy.  True costs per beneficiary of an agency’s services must be considered, and recommendations must be formulated regarding the necessity of those services and their value to the people of Massachusetts when so many residents are struggling under the state’s high cost of living and ever-increasing tax burden.  Real numbers must be used for comparisons, not those artificially adjusted based on arbitrary costs estimates such as prevailing wage for common labor.  Furthermore, the size and cost of government must be compared to relative changes in population and the state economy
