A couple of months ago, I received this link http://video.google.com/videoplay?docid=1954933468700958565&hl=es to a video made by Hal Turner, you can find out more about him here: http://en.wikipedia.org/wiki/Hal_Turner, and yesterday, someone else forwarded it to me. I wrote back with the information I'm including here. We didn't have a website then, so I really didn't have a way to get the information out, but here it is.
Turner's video touts the creation of the North American coinage, the Amero and payment to the China Development Bank. I was naturally, very curious and since I had an evening to myself, decided to try to find something to substantiate his claim.
There is a China Development Bank http://www.cdb.com.cn/English/Column.asp?ColumnId=93, but I wasn't able to find anything on its website that distinguished itself by any affiliation with the United States or Mexico. However...I did discover the North American Development Bank http://www.nadbank.org/. Interestingly, there I found a highlighted association with its sister organization, the Border Environment Cooperation Commission, or BECC http://www.cocef.org/ingles.php. They share the same Charter, which is also available for viewing directly on the NADB site.
As I scrolled through each of the links and began reading about the work the BECC is doing with funding through NADB, most of the information seemed benign, if not vague, I looked at the About Us/Organization link and the hair on the back of my neck stood on end.

Under the Charter, the BECC and NADB have a shared Board of Directors, while each institution has its own officers and staff.
The BECC-NADB Board of Directors consists of ten members: five from the United States and five from Mexico. The chairmanship of the board alternates between U.S. and Mexican representatives every year. Under the Charter, the managing director must be a U.S. or Mexican citizen, and the deputy managing director must be a citizen of the country not represented by the managing director. The offices of the managing director and deputy managing director must alternate between the two countries every five years.

This prompted me to read more closely and that's when I discovered the North American Development Bank (NADB) established the Border Environment Infrastructure Fund (BEIF) to administer grant resources provided by the United States Environmental Protection Agency (EPA) to help finance the construction of water and wastewater projects in the U.S.-Mexico border region. This webpage http://www.nadb.org/programs/descriptions/beif.html outlines the eligibility criteria, authorized uses, and procedures for accessing EPA funds administered through the BEIF. There is also an interactive map on their site.
So, I wasn't able to substantiate any of the claims Hal Turner made about the Amero payments made to China Development Bank, but after reading both the Charters and websites above, it certainly seems possible. I'd be more concerned about how and why NADB and BECC are controlling the water in that area and why would they completely develop infrastructure and waste water treatment facilities unless something was going to happen there?
